CONCERNING PROPOSED PUBLIC IMPROVEMENT PROJECT,
APPROVAL OF PLANS, SPECIFICATIONS AND FORM OF
CONTRACT AND ENGINEER’S ESTIMATED COST
AND NOTICE TO POTENTIAL BIDDERS

A public hearing will be held at 9:30 AM (local time) on the 13TH of March, 2024, at the scalehouse at
the South Central Iowa Solid Waste Agency (SCISWA) Sanitary Landfill, located at 1736 Highway T17,
Tracy, IA 50256 to consider the Cell NW1/NW2 Expansion Project, approval of plans, specifications
and form of contract and engineer’s estimated cost of said Project. Further particulars concerning the scope and estimated cost of this public improvement project, including plans and specifications, may be obtained from HLW Engineering Group, 204 West Broad Street, Story City, IA 50248. Phone
(515)733-4144. Electronic copies of the Bidding Requirements and Contract Documents may be
obtained for no cost from HLW Engineering. Paper copies of the Bidding Requirements and Contract
Documents may be obtained from HLW Engineering for a refundable plan deposit of $100.00. This
deposit will be refunded if the documents are returned in a re-usable condition within fourteen days
after award of the project. If the contract documents are not in a re-usable condition and returned
timely, the deposit shall be forfeited.

If the public improvement, plans, specifications, form of contract and engineer’s estimated cost of the project are approved by the SCISWA, the Agency will proceed to consider bids solicited according to bid specifications contained in the contract and may accept the lowest acceptable bid or reject all bids. This Notice is hereby published in accordance with a resolution duly adopted by the SCISWA on the 14th day of February, 2024.

There will be a pre-bid meeting at 10:00 AM (local time) on the 29th of February, 2024 at the SCISWA
SLF, 1736 Highway T17, Tracy, IA 50256 . Representatives of Owner and Engineer will be present to
discuss the Project. All potential bidders are encouraged to attend.

Pursuant to Iowa Code §26.5, notice is given to potential bidders that written bids in accordance with
the detailed bidding specifications, must be received prior to 2:00 PM (local time) on the 8th of March, 2024, at the office of the Director of the SCISWA, 1736 Highway T17, Tracy, IA 50256, at which time the Director or their designee will open, read and tabulate the Proposals received. Proposals will be considered by the SCISWA at their regular meeting at the scalehouse at the SCISWA SLF, 1736
Highway T17, Tracy, IA 50256 which begins at 9:00 AM (local time) on the 13th of March, 2024.

The general nature of the project is the furnishing of all labor, equipment and materials necessary for
construction of a landfill disposal area with a Subtitle D composite liner and miscellaneous associated
work, all as specified in the plans and contract. The work under the proposed contract shall commence within thirty days of the written Notice to Proceed. The work shall be completed by August 30, 2024, subject to any changes granted by the Owner. Bids shall be presented on a blank form furnished by the SCISWA, submitted in a sealed envelope marked “Cell NW1/NW2 Expansion, SCISWA SLF,” and accompanied by a separate envelope containing bid security in the amount of 5% of the bid as defined in Iowa Code §26.8 and specified by the Agency in its bid specifications and contract.
